Stephen Lau is the General Counsel of SCERS.
Before joining SCERS in 2019, Stephen was Assistant General Counsel of the California Department of Business Oversight, by appointment of Governor Brown. Before that, Stephen was a partner at Mennemeier Glassman LLP, a litigation firm in Sacramento. There, he specialized in disputes arising in the financial industry and the defense of public entities and officials. Stephen’s litigation clients included Governor Schwarzenegger, state and local governments, national brokerage firms, and various financial services professionals. Stephen holds a Bachelor of Arts degree from U.C. Berkeley and a Juris Doctor from the U.C. Davis School of Law. After law school, he clerked for Hon. William B. Shubb, U.S. District Judge for the Eastern District of California.
